Strategic Plan 2026-2027

At Burlington Public Library, we believe in the power of connection. Over the next two years, our Strategic Plan will guide the Library’s work to strengthen community connection, learning, and civic engagement.

Creating the Plan

This plan builds on the progress of our previous plan, which guided us through a global pandemic and significant service milestones such as eliminating daily late fines and relocating our New Appleby Branch. We gathered input from people across our city, listened to their feedback, and combined it with library service data to better understand what matters most to our community. This plan responds to challenges Burlington residents continue to face—polarization, isolation, and affordability.

Our Priorities

Priority 1: Enhance community well-being by helping people feel connected, accepted, and empowered to achieve their goals.

Library spaces and services will foster connection, belonging, and personal growth through programs that bring people together, access to drop-in support, and stronger relationships with community and cultural groups.

Priority 2: Inspire discovery with collections, services, and spaces that reflect our evolving community.

Visitors will find more spaces that suit their needs as we adapt branch layouts and improve signage to improve accessibility and offer clearer zones for quiet study, group work, leisure, and play. We’ll make it easier to explore by updating our range of Maker services and helping customers find excellent alternatives while waiting for in-demand books.

Priority 3: Nurture a workforce culture driven by our organizational values.

Customers will benefit from stronger connections as we improve staff training and workflow to focus on welcoming service with a human touch. We’re also improving how we engage with the community, and piloting new automation tools to make book reshelving faster and more efficient.
